What is the better career choice: Underwriting or Human Resources?

I have my bachelors degree in management with an HR focus. I currently have an AWFUL HR job (mostly awful due to my coworkers). There is a large insurance company in my town and I’ve strongly considered underwriting. The initial pay for underwriting is much higher than HR. Is underwriting a better choice for the future? I don’t love HR.
